P.L. 38-099: Guam Veterans Higher Education Benefits Act (lapsed into law 2/11/2026)
In effect
This law created 17 GCA Ch. 56, the tuition exemption at UOG and GCC. The Legislature lists it as 'LAPSED: 2/11/26', meaning it became law without the Governor's signature. P.L. 38-136 (Aug. 28, 2026) later amended the rulemaking and implementation sections.
Effective

The benefit only starts once UOG and GCC adopt rules and open applications. Whether that has happened was not verified.

Effective
Note
The date shown is the signing date. A separate effective date was not verified.
Not final yet: The Legislature bill page lists these as bills, not public laws. Their final passage or signing was not confirmed on an official page.
Bill 343-38 (introduced 7/22/26) would amend 4 GCA §§4B104-4B105 and 10 GCA §67101 to redefine spouse and legal guardian for derived veterans' benefits. Bill 321-38 (introduced 5/13/26) would create the Guam Veterans' Cemetery Renovation and Expansion Fund (§67114). Bill 348-38 (introduced 8/6/26) would create the Veteran Arts Access Fund.
We only publish what we could confirm on an official Guam source. These are the open questions from our latest review. Ask the Guam Office of Veterans Affairs (GVAO) about anything here.
Veterans home: no territorial veterans home was found on GVAO pages or in 10 GCA Ch. 67. This is not confirmed absent, so it is not marked none_offered.
Hunting, fishing and parks: 5 GCA Ch. 63 (Fish, Game, Forestry) and 21 GCA Ch. 77 (Parks and Recreation) contain no veteran provisions, and DoD's Guam benefits page lists none. No official statement of absence was found.
Bonus: 10 GCA Ch. 68 created WWII/Korea/Indo-China bonuses ($30 per month, $720 maximum), but the application deadline was Dec. 31, 1986. No current bonus program was found.
The DoD/USAF benefits page says Guam has no territorial education programs. That is out of date: 17 GCA Ch. 56 (P.L. 38-099, 2026) now provides a tuition exemption.
The GVAO website is sparse. Announcements were last updated in 2021, and there is no list of benefits or VSO directory page. Agency phone and address come from the GVAO homepage.
Military leave and VA-appointment leave for GovGuam employees appear only on the DoD page and were not checked against 4 GCA, so they are excluded.
The Guam VA Clinic and Vet Center phone numbers did not render in the reviewed va.gov text.
